Metro Pacific Tollways Corporation (MPTC) through NLEX Corporation, is maintaining its position as one of the national government’s partner in implementing its flood mitigation program and actively pushing its ‘Oplan Kontra Baha’ program. 

Oplan Kontra Baha is a nationwide program aimed at reducing flooding in Metro Manila and other flood-prone areas. The initiative focuses on clearing waterways to improve water flow and protect vulnerable communities, particularly during the typhoon season. 

Even before Oplan Kontra Baha, NLEX has been actively cleaning waterways in Manila, Valenzuela, and Meycauyan, Bulacan since August 2025, deploying personnel, amphibious backhoes, barges, and dump trucks to haul over 500 truckloads of trash and debris. 

On November 2025, NLEX’s participation has been heightened with the launch of Oplan Kontra Baha. Through the program, NLEX intensified its clearing major areas in Valenzuela, Caloocan, and Manila — now covering over 16,000 linear meters of waterways. Almost 200 personnel are mobilized to access and remove debris from narrow and hard-to-reach areas. 

Watershed reforestation and rehabilitation 

MPTC Group has also been active in reforestation initiative aimed at rehabilitating upland watersheds and coastal areas that are critical to Metro Manila’s water supply.

Since 2021, MPTC has maintained to plant over 4,000 native trees across 10 hectares of the  watersheds. Through Maynilad’s ‘Plant for Life’ (P4L) , MPTC supports local communities — such as the Dumagat indigenous group in the Ipo watershed — by integrating sustainable livelihood components in nursery work and site maintenance.   

The Ipo watershed plays a vital role in supplying the raw water in the Greater Manila Area and nearby area. This is part of the MVP Group’s initiative to undertake multiple watershed protection initiatives, including reforestation and biodiversity conservation efforts in key watersheds like Ipo and La Mesa. 

These efforts are testament to MPTC’s thrust to maintain waterways and watersheds that protect both our road networks and the people who live nearby.
