Gil F. Amilbangsa recently joined MPTC as our new Chief Tollways Development and Engineering Officer, effective February 2, 2026. With a strong mix of international and local leadership experience, Gil has held senior roles at NS BlueScope, Amsteel Structures Inc., and Union Galvasteel Corporation.

In Spotlight: Gil Amilbangsa is MPTC’s new Chief Tollways Development and Engineering
A seasoned implementor, Gil has successfully led multiple greenfield facility constructions, ERP system rollouts, planning and execution system redesigns, and high‑capacity production optimizations—bringing both strategic thinking and hands‑on execution to the table.
Gil earned his BS in Industrial Engineering from the University of the Philippines and holds a Certificate in Production and Inventory Management from APICS Australia. Coming from his current residency at Marikina, he makes sure that he has devoted time at MPTC, NLEX, MPT South, and CCLEC.


Presence is the Key: Gil makes sure he devotes time to TDE teams at NLEX, MPT South, and CCLEC.
In the few months we’ve functionally worked with Gil, one principle has personally stood out. As he quotes, “value is created in engineering—and value is lost in construction (and manufacturing).” He has strong belief in early collaboration, especially during the design stage, where diverse stakeholder inputs can unlock smarter, more effective solutions.
For our first MPTLink Leaders’ Spotlight, we asked Gil:
“What initiatives has MPTC undertaken—and will continue to pursue—in light of the global fuel situation? And how can employees help ensure we all get ‘Back on Track’?”
Here’s what he shared:
The global fuel crisis brought about by US-Israel war on Iran is hastening the global energy transition. The immediate pain of abrupt fuel price increases and fear of shortages has forced people and businesses to look at alternative energy supply and consumption.
In the short term, MPTC has secured 1.3M liters of diesel to support on-going construction projects as well as toll road operations. This buffer stock ensures there would be enough supply for 3 months in case of further disruption in publicly available fuel supply until the current crisis passes.
Longer term, MPTC is actively planning new investment to leverage our existing solar PV assets by installing new generating capacity as well as battery electric storage systems (BESS) that allow us to power our facilities at night with sunlight during the day. In addition, adoption of electrified vehicles and equipment will be increased to shift demand from fossil fuel to electrons.
We are all encouraged contribute to energy conservation. The company has adopted the government’s initiative to have one day WFH for employees whose work allows them to do so. In addition, we can set aircon temperature higher (23-24 degrees is the optimum) to limit electricity use and conduct meetings on-line to reduce fuel for travel. Every little bit helps all of us individually, MPTC, and the country weather this crisis.
